To draw a rectangle, click on the rectangle shape too,
then click and drag your mouse within the Image Area to draw the shape. To
complete the drawing, release the mouse. Your rectangle will be filled with the
selected Fill color and surrounded by the selected Border color and Thickness.

Your new rectangle is automatically selected for easy editing. The selection state is indicated by a border of scrolling black and white dashes that are sometimes called marching ants.
You can use the black adjustment handles to resize your rectangle. Just click and drag them with the mouse. Use the corner handles to resize proportionally and the side handles to resize non-proportionally. To draw an exact square, hold down the Ctrl key while dragging the handles.
